Nuclear liability aspects of radioactive waste disposal facilities

The NEA Working Party on Nuclear Liability and Radioactive Waste Disposal Facilities (WPLDF) met in person and online on 19 September 2024 with 27 participants representing 13 NEA member countries, 2 non-NEA member countries (Singapore and the United Arab Emirates), as well as representatives from the European Union (EU), the International Atomic Energy Agency (IAEA) and the nuclear insurance industry.

A follow-up session on near-surface disposal facilities and nuclear liability was organised to build on discussions from the previous WPLDF meeting. Participants explored the most appropriate path forward regarding the applicability of the conclusions of the report on Deep Geological Repositories and Nuclear Liability to near-surface disposal facilities. They also engaged in a constructive dialogue on the possibility of further investigating nuclear liability challenges related to these types of nuclear installations. The insights from the discussion will inform the future WPLDF Programme of Work for 2025-2026.

The meeting agenda featured reports by Czechia, Spain, Sweden and the United Kingdom on the latest national developments in legal and regulatory frameworks applicable to radioactive waste disposal facilities followed by lively discussions among the participants on specific national features of such facilities. Representatives from the EU, the IAEA and the International Nuclear Law Association (INLA) reported on activities of interest to the WPLDF, while the representative from the nuclear insurance industry delivered a presentation on insurance challenges specific to radioactive waste disposal facilities.
